GCCS Permitting, Design, Engineering, and Air Compliance Support
BEL’s Engineering Division has prepared and submitted an updated GCCS Design Plan and provided both Design and CQA services for expansions to the Facility’s GCCS. BEL chairs monthly Gas Quality Review meetings, evaluates monitored data, and prepares the required Air Compliance regulatory submissions. As part of one of BEL’s most recent projects with the Facility, BEL has prepared the Construction Design and Specifications for the installation of a new Landfill Gas Flaring Unit.
BEL’s Compliance Division not only runs the monthly gas meetings diving into the overall health of the wellfield, but they also prepare the quarterly, semiannual, and annual compliance reports. This work consists of reading and understanding the air permits that are applicable to the site and ensuring that all the conditions within the permit are met and properly reported. They also complete an annual Greenhouse Gas report and an annual Emissions Fee Report which calculate the amount of emissions that the site expels via control devices as well as fugitive emissions. Throughout the course of the project, they work closely with the client and site personnel to gather all information that is needed for reporting. They continue to assist in any way possible to ensure that a healthy wellfield is maintained on site, and a healthy living environment is maintained for everyone living in the vicinity of the site.

Landfill Construction Quality Assurance (CQA) and Survey
BEL has provided construction quality assurance (CQA) services for this Landfill since 2012. They perform CQA on all aspects of landfill construction projects including gas collection and control systems (GCCS), leachate management systems, and landfill disposal cell construction. Services during GCCS and leachate management system construction CQA include extraction well drilling and installation oversight, well schedule verification, boring log development, waste mass temperature evaluation, HDPE pipe welding verification, pipeline grade verification, as-built surveying, pipeline pressure testing, and troubleshooting of existing landfill infrastructure. Landfill disposal cell CQA services include general contractor oversight, geotechnical drilling documentation and sampling, documentation and testing of earthwork construction, moisture/density testing, undisturbed sample collection, prequalification and verification of construction materials, geosynthetics installation oversight and testing, and troubleshooting of existing landfill infrastructure. At the end of the project, BEL’s team of professionals provided a Certification Report to the client. Their knowledgeable CQA Technicians not only run the weekly construction meetings but also prepare daily updates for their clients. Coordinating between the client and contractors has made BEL an essential part of this team.

Gas Collection/Control Engineering Design
BEL provides Engineering Designs for the installation and expansion of Landfill Gas Collection and Control Systems at Facilities across the Country on the behalf of both Owners and Developers. Typical Design components recommended for infield installation include conveyance Header and Lateral networks, pressurized Liquid and Air support piping, and Horizontal and Vertical Extraction Devices. In support of these components, BEL is also routinely retained to prepare the design specifications for Air Compressors, Blowers, and Flaring Units.

Recognizing that the continuous expansion of a Facility’s gas collection represents a significant investment for a Facility Owner, BEL routinely aides Facilities with quantity and cost estimations for future capital expenditures associated with construction events. Gas Collection/Control Construction Quality Assurance (CQA)
BEL's construction quality assurance team has extensive knowledge of landfill gas collection and control stystems. Services include monitoring of gas pipeline and well drilling contractors, as well as data collection and documentation. On an annual basis, BEL is retained by multiple Facilities and Organizations for the purposes of budget development and preparation of 5-year Phasing Plans. Utilizing a collaborative approach between Engineering and Operations Teams, BEL prepares in excess of 30 Phasing Plans per year to comply with the standards of each Organization serviced. Depending upon specific Facility needs, BEL routinely makes projections regarding future waste placement, and the associated needs for Disposal Cell Development, Final Cover Installation, and GCCS Expansion.

The amount of environmental data generated can be overwhelming, but BEL's highly trained Compliance team of scientists and engineers help their clients manage and evaluate the data. From the environmental data collected in the field, BEL generates site specific reports and graphs that are useful to their clients.
