During his 20 years in the Solid Waste industry, Mr. Barninger has acted as Construction Quality Assurance Engineer/Project Manager for over 100 solid and hazardous waste landfill construction projects at over 40 different landfill facilities in six states. Projects included landfill baseliner and closure construction, landfill expansion, landfill gas management systems, leachate recirculation fields and storage tanks, Tensar engineered slope stabilization and retaining walls, and sedimentation and erosion control applications. Mr. Barninger has overseen GCCS Engineering Evaluations, Landfill Gas Engineering Designs, GCCS Engineering Budget Models, and Final GCCS plans at facilities in Ohio, Pennsylvania, West Virginia, Kentucky, and Michigan.

Mr. Barninger has acted as Project Manager/Engineer for over 150 solid and hazardous waste landfill construction projects at over 50 different facilities in 8 states.
He has extensive experience in projects including landfill baseliner and closure construction, landfill expansion, landfill gas management systems, leachate recirculation fields and storage tanks, Tensar engineered slope stabilization and retaining walls, and sedimentation and erosion control applications.
Since being with BEL, Mr. Barninger has completed over 100 Landfill Gas Control Design Projects and continues to support several active landfills by providing Landfill Gas System evaluations on a regular basis.
Green Valley Landfill 2017
In response to a Slope Failure and Offsite odors BEL is Currently managing the daily O&M team collecting water levels, pump counts, FM pressures, gas data to maximize liquid removal from Unit 2 where there is significant movement within the waste mass. Also, the design engineer preparing LFG Drawings and Certifying construction.
Carbon Limestone Sanitary Landfill, Ohio 2006
Currently Negotiating Directors Findings and Orders with the Ohio EPA in response to landfill odors, leachate disposal and elevated well temperatures. Design Engineer and Certifying Engineer during an 11-year period. Mr. Barninger has been part of the LFG Management Team attending the monthly LFG Meetings Since 2007. As part of this team Mr. Barninger has worked with the O&M team on a weekly basis resolving maintenance issues, tuning issues, and managing elevated temperatures.
Imperial Landfill, Imperial PA 2012-current
LFG Design Engineer and Certifying Engineer during a 6-year period. The facility was under a consent order for odors when BEL took over in 2012. Mr. Barninger has been part of the LFG Management Team attending the monthly LFG Meetings Since 2012.
Countywide RDF, Ohio 2012-current
This facility was under a consent order for odors resulting from an aluminum dross reaction when BEL took over. LFG Design Engineer and Certifying Engineer during a 6-year period. Mr. Barninger has been part of the LFG Management Team attending the monthly LFG Meetings Since 2012. As part of this team Mr. Barninger has worked with the O&M team on a weekly basis resolving maintenance issues, tuning issues, and managing elevated temperatures.
