QUALIFICATION HIGHLIGHTS

  • Ms. Leonard has extensive experience and knowledge of every aspect of landfill design, GCCSs (Gas Collection and Control System), construction, compliance, operations, maintenance, closure, and post-closure care.

  • She has extensive experience in managing multidisciplinary project teams and directing professional engineers, consultants and contractors during project planning and execution.

  • She has designed planned, implemented and/or executed groundwater, landfill oxidation events, GCCS and surface water investigations and remediation projects as required by state law, CERCLA, RCRA and/or other regulatory programs, as appropriate, in several States including Michigan.

  • Ms. Leonard has routinely worked with the state, including the MDEQ, OEPA, PADEP, federal, and local regulatory agencies on problem resolution and project scope, planning, schedule, and execution.

Countywide Landfill, Ohio

GCCS Design Plan at facility with complex history and phasing associated with LFG generation & development.  Developed innovative approach to modeling historical & future LFG gas generation so Facility had a better overall understanding of LFG generation & more practical & engineered approach to understanding future infrastructure & costs associated with LFG collection & control system.

Manistee County Landfill, Michigan

Lyon Landfill, Michigan – Lyon is a closed MSW landfill used as a township park with continual open public access.

As part of the annual post-closure care for the facility, as well as to support the township with park maintenance and public safety, extensive cap maintenance and repairs were required.  As the District Engineer for the facility, Ms. Leonard defined and completed the scope of work and bid packages for the annual cap maintenance and managed the consultants and contractors executing that scope.  On an annual basis, the cap maintenance and repair generally consisted of: installing surface water drainage basins, repairing erosion, clearing vegetation from the cap, ditches, ponds and surface water structures, repairing/replacing fencing, re-grading the cap, gravel parking area, and roads, placing general fill in and around the ball fields and concession stands, repairing/replacing leachate collection, groundwater, perimeter probe and/or landfill gas extraction/monitoring structures; and completing quarterly closed site inspection reports.

Arbor Hills Landfill, Michigan

Ms. Leonard supervised and/or completed the design, installation, operations, and maintenance of a landfill gas remediation system at the Arbor Hills Landfill. Arbor Hills Landfill consists of two separate waste boundaries defined as Arbor Hills East and Arbor Hills West. Arbor Hills East is an older unlined portion of the facility currently under post-closure care. Arbor Hills West is the newer lined active landfill footprint. Arbor Hills West was consistently having issues with perimeter probes hits and methane detectors alarming. An investigation showed that landfill gas (LFG) was migrating through sand strata beneath Arbor Hills East. The sand strata were transmitting the LFG under the entire lined boundary where it was impacting the probes and structures on the opposite side, or west side, of the property. To remediate the subsurface gas migration construction of a remedial LFG extraction system was designed and installed. The LFG mitigation system consists of the various field components (vertical extraction wells, lateral piping, valves, and headers) necessary for extracting the LFG and conveying it to the Gas Collection and Control System (GCCS). It was targeted to directly impact the highly permeable sand strata between the disposal area and the perimeter gas monitoring probes.

Port Clinton Landfill, Ohio

Ms. Leonard managed the supervision of completion, submission, and execution of a Fire Remediation Plan in accordance with the approved Landfill Fire Assessment Plan. The site-specific Fire Remediation Plan was developed for direction and guidance in future fire events.  It detailed the required training, monitoring, processes, and extinguishing protocol and notification procedures for the facility. A Fire Assessment Work Plan was also developed to define, determine, and remediate any damage that may occur. The work plan consisted of exposing the final cover geomembrane and recompacted soil barrier for inspection and sampling, temperature readings within the final cover system soil components and monitoring of the gas extraction system within 500 feet of the area for carbon monoxide, >5% oxygen, >20% balance gas and >131°F temperature.

Lyon Landfill, Michigan

Ms. Leonard managed the design, installation, and O&M of the groundwater remediation system at the closed Lyon Landfill. Groundwater sampling conducted identified vinyl chloride in groundwater at concentrations exceeding the MDEQ-Environmental Response Division (ERD) Part 201 of the Natural Resources and Environmental Protection Act (NREPA), 1994 PA 451, as amended, residential drinking water criterion. As a result, two aquifer sparge remedial contamination systems were designed and installed. Before the system's installation, the facility had to prepare a Safety Plan (HASP) to conform to the requirements of 29 Code of Federal Regulations (CFR) 1910 and 1926. In addition, the following had to be secured: building permit, utilities permit and Michigan Department of Transportation (MDOT) pipeline permit and bond.  System operations and maintenance consisted of startup and annual calibrations, and a maintenance schedule was prepared for each main on-site treatment system component. Performance monitoring was conducted during the operation and start-up of the remedial system. Performance monitoring was conducted to evaluate (1) the progress of the remediation, (2) compliance with the conditions on the discharge, and (3) efficiency of the treatment system.  The following activities were conducted to achieve the indicated objectives: groundwater monitoring to evaluate the remedial system's progress and attainment of groundwater cleanup criteria and reporting the performance monitoring results.

CLD Landfill, Ohio

Ms. Leonard managed the supervisor of the final closure of the CLD landfill which included installation of a consent order clay cap. CLD was a C&DD landfill permitted on top of a small portion of the closed Lewis Landfill (MSW landfill). CLD was closed before reaching permitted waste grades, so a revised grading plan was completed to address surface water drainage.  In addition, the Lewis Landfill had been closed at minimum grade and settlement had caused significant surface water drainage and ponding water issues.  As part of the final closure at the CLD landfill, a new grading plan was completed for both facilities to address surface water drainage. The revised plan consisted of cuts and fills to direct water to existing and newly designed and installed surface water drainage structures.
